When my mom bought cigarettes for my dad, the salesperson required ME to show ID. Is this legal?

Also one time my dad was buying cigarettes and my brother was with him and they refused to sell him the cigarettes because my brother couldn't show ID- he's thirteen. Is it legal for stores to refuse to sell the cigarettes if the person who's accompanying the buyer is underage?
