F cold dense air spreads out from regions of high pressure near the pole...?

If cold dense air spreads out from regions of high pressure near the pole along the surface of the earth and heads towards the lowest pressure near the equator why dont we in the northern hemisphere continuously recieve our winds from the north. what factors affect the atmospheric circulation that would cause the pattern to be so different?
