Do you have to be the next of kin to be able to get a copy of a person's death certificate or autopsy report?

An uncle of mine ped away in 07 and I would like to have a copy of his death certificate and autopsy report but I'm not sure if I would have to be the next of kin to be able to get a copy of either.
